Position Overview
Primary Function of Organizational Unit
The OSRP proactively facilitates the pre-award process and post-award grants management. Pre-award activities include providing technical assistance to faculty and staff to ensure continuity in the submission of proposals for grants and contracts to potential funding agencies. Post-award activities include providing regulatory oversight and complete, accurate, and timely financial information pertaining to contract and grant transactions to the University, funding agencies and other external stakeholders in cooperation with Division of Finance and Administration. The goal of OSRP is to ensure 100% accuracy in pre and post-award processes.
Primary Purpose of Position
North Carolina Central University (NCCU) invites applications for the position of Director, Office of Sponsored Research and Programs (OSRP), which reports to the Associate Provost and Dean for Research and Sponsored Programs. The OSRP Director is the institutional grants and contracts officer and authorized official for submissions of all faculty/staff driven federal, state and private grants.
Required Knowledge, Skills, and Abilities
A successful candidate will have a working knowledge of best practice grant review processes and legislation regulating grants administration, demonstrated ability to research rules and regulations and apply them to specific programs, demonstrated grant writing, capacity building and research administration experience, as well as strong oral and written communication skills. Must also possess the ability to interact appropriately with constituents – faculty, staff, Federal and State officials – in securing submission and conditions of grants and contracts. Excellent organizational and management skills, ability to deal with multiple projects and meet deadlines. Proficiency with Microsoft Office, Banner, electronic research administration and grants management systems. RAMSeS and Cayuse experience is a plus. Willingness to learn additional computer skills and software programs. Competency with budgeting and basic financial records. Certified Research Administrator (CRA) certification is desirable/preferred.
Minimum Education/Experience
Master’s degree with enough experience or Bachelor’s Degree with  ten (10) or more years of experience working with sponsored programs/grants/contracts at a university and/or state and federal levels.
Licenses or Certification required by Statute or Regulation
Certified Research Administrator (CRA) certification is desirable/preferred.

Function Administrative

Assist faculty and staff with policies and other matters regarding grants and contracts, including pre-proposal, contract development, and research capacity building activities.
Review grants and contracts for compliance and completeness. Coordinate and supervise activities and workflow of the OSRP. Lead, manage, and oversee university-wide activities for the expeditious and timely processing of grant and contract awards from Federal, State, and local agencies, and private entities. Manage the administrative functions of the office and its various components
Function Administrative
Describe the specific tasks and responsibilities related to the function.
Monitor and oversee unit budgets. Time and Effort Reporting. Coordinate and process electronic submissions of grant and contract proposals. Oversee the preparation and execution of agreements and subcontracts with industrial sponsors and other non-federal sponsors.

Develop and interpret policies and procedures to ensure compliance with the University of 
North Carolina, NCCU, State, and Federal regulations and standards for proper sponsored 
programs administration. Serve as an official university representative for the review, negotiation, and approval of terms and conditions of external awards. Represent the university at various meetings and association functions where sponsored programs and research are a central focus. Perform other duties and responsibilities as assigned by the Associate Provost and Dean for Research and Sponsored Programs
