Position Overview
Primary Function of Organizational Unit
To provide all aspects of NCCU’s facilities management and capital projects programs, including oversight of master planning, land acquisition, landscape planning, engineering design, contract development, project construction, renovation planning, energy conservation planning, and facilities maintenance and engineering.
Primary Purpose of Position
Under the general direction of the Executive Vice Chancellor, the Associate Vice Chancellor for Facilities Management will provide strategic leadership in developing capital project budgets, preparing requests for qualifications and requests for proposals, managing the design process, providing project management, and monitoring project costs. The Associate Vice Chancellor will provide strategic leadership for Facilities Operations insuring the University’s APPA standards are met and/or when they are not, create an appropriate plan of action. Also, the Associate Vice Chancellor for Facilities Management will provide leadership in all interactions with various state agencies in matters related to capital projects and assessment of facilities.
Required Knowledge, Skills, and Abilities
  • Substantial experience in facilities management in a higher education environment, government, or the private sector with a demonstrated record of effective analytical and organizational skills.
  • Keen understanding of the application of APPA standards and preventative maintenance programs.
  • Successful candidate must have effective written and oral communication skills, high ethical standards, and a commitment to fairness and equity in the workplace.
  • Seven years of experience in a complex organization with at least five years in senior level management is required.
Minimum Education/Experience
Bachelor’s or advanced degree in business, management, finance, engineering, architecture, or a related field and seven years of experience in a complex organization with at least five years in senior level management is required.
Licenses or Certification required by Statute or Regulation
Professional Engineer (PE) Certification or Registered Architect Certification is preferred.

Primary Responsibilities and Duties
Function Managing Work and Performance
Describe the specific tasks and responsibilities related to the function.
Supervises the Facilities Management Administrative staff and HUB/Real Estate Property Coordinator. As the coordinator of the administration of all matters related to facilities management within the university community, the Associate Vice Chancellor for Facilities Management will oversee the campus and residential life mechanical and electrical systems, heating and cooling, custodial services, housekeeping, grounds care and landscaping with a focus on enhancing customer service and providing quality services in an effective, efficient, and consistent manner.
Function Communication and Public Relations
Describe the specific tasks and responsibilities related to the function.
Responsible for interfacing with external constituents related to matters of facilities, including State Property, Council of State, and the University of North Carolina System.
Function Coordination - Operations
Describe the specific tasks and responsibilities related to the function.
Oversees the execution and integration of the University’s Master Plan and Strategic Plan, ensuring seamless coordination and alignment across all aspects of Facilities Management.
