Position Overview
Primary Function of Organizational Unit
Provides oversight and management for NCCU expense, budget and financial operations to include advisement in assessing the strategic deployment of resources and budgetary allocation transactions.
Primary Purpose of Position
Under the general direction of the Vice Chancellor for Administration and Finance, the Budgets & Financial Planning Director will provide oversight and management for NCCU expense, budget, and financial operations to include advisement in assessing the strategic deployment of resources and budgetary allocation transactions. Participates in committees and special purpose meetings, projects, and strategic initiatives in developing policy that financially impacts NCCU. Conducts analyses of finance issues, provides potential solutions, and proactively advises senior leadership on business and financial matters; involved in building financial models that aid in planning and decision making. Develops latest budget planning tools to tie the University’s strategic plan to the University’s funding plan. Must engage all areas of the University to assist in creating buy-in and understanding of the University’s funding requirements.
Required Knowledge, Skills, and Abilities
• Prior higher education and/or state/local government budget experience is preferred;
• Experience in addressing and developing organizational-wide budgetary priorities and needs;
• Familiarity with various budget models;
• Proficient in statistical analysis, revenue forecasting, financial modeling, project modeling, and business plan development;
• Possess comprehensive analytical skills;
• Strong leadership skills, experience leading knowledgeable subject matter experts, and developing staff;
• Experience leading complex financial systems and organizations;
• Strong interpersonal and communication skills and ability to establish and maintain cooperative and harmonious working relationships with students, faculty, and staff;
• Coalition building and collaboration skills
• A commitment to collaborative decision-making in the workplace;
• Five years or more of supervisory experience
Minimum Education/Experience
A bachelor’s degree in a related field is required;
Qualifications and Experience:
Candidates must have a minimum of 5-7 years of senior-level budget development, implementation, analysis, and planning experience in a complex organization. Master’s degree preferred.

Primary Responsibilities and Duties
Function Leadership
Describe the specific tasks and responsibilities related to the function.
Duties include, but are not limited to:
  • In partnership with the entire University, lead the development and implementation of the University’s budget model, budget reporting, and associated processes through a shared governance process.
  • Develop organizational structure, technical and analytical skill sets, systems, and processes to support budget, financial planning, modeling, and analysis functions.
  • Provide oversight and supervision of subordinate department heads. This includes establishing strategic performance goals and objectives, monitoring progress toward goal achievement, providing mentoring and counsel to subordinate managers, and managing individual and unit-level performance.
Function Analysis and Decision Making
Describe the specific tasks and responsibilities related to the function.
  • Analyzes a variety of financial information (e.g. revenues, expenditures, cash management, cost projections, etc.) to provide direction and support, make recommendations, maximize the use of funds, and/or ensure overall operations are within budget.
  • Supervises and oversees the evaluation of various income and expense reports to include financial analyses of each unit’s operations.
  • Responsible for overseeing and implementing a new budget system using the Banner system.
Function Budget Management

  • The Budget Director is responsible for ensuring fiscal activities adhere to NCCU and the UNC General Administrative policies and guidelines.
  • Manage and supervise the Budget unit.
Function Administrative
Describe the specific tasks and responsibilities related to the function.
Supervise Workers Comp Analyst and Business System Analyst
  • Review injury claims, worker’s compensation invoices, and TPA fee approvals, review and provide recommendations for settlements of injury claims, monthly and when requested meetings with DOA to discuss claims.
  • Review and approve requests to give banner access, approve updates for banner finance upgrades, review and approve testing for banner upgrades, approve form requests to move to online documents for administration and finance, maintain the security control in Anaplan.
