Primary Function of Organizational Unit
The NC Central University Police Department is open 24 hours a day and the campus is patrolled, 365 days a year by sworn police officers and security officers. The primary objective of the University Police Department is to provide a safe and secure environment within which students, faculty, and staff can live, learn, and work. The University Police Department enforces all applicable federal, state, and local laws. The department is organized with 35 sworn law enforcement officers, 16 security officers, and 9 administrative staff (e.g., telecommunicators, civilian administrative support, etc). All sworn officers are professionally trained and must be certified by the state of North Carolina to have the same authority and right to bear arms and arrest as any law enforcement officer in the State of North Carolina. The department provides a full range of police services, including, but not limited to, investigating all crimes committed in and around its jurisdiction, making arrests, providing crime prevention/community services programs, enforcing traffic laws, and maintaining crowd control and safety for campus special events. Campus security and safety is realized through an active partnership involving officers, students, faculty, staff and the community. The department also maintains a close partnership with local, state, and federal law enforcement agencies in implementing and coordinating campus law enforcement operations. The University Police Department continues to review and upgrade, as needed, its standards, equipment and training of personnel that includes incorporating knowledge of the University’s overarching mission, as a historically black university, and the role of diverse cultural sensitivity towards its students, constituents, and surrounding community.
Primary Purpose of Position
This position reports to the Chief of Police/Director of Public Safety and
serves as the North Carolina Central University (NCCU) Department of Public Safety’s Administrative Captain of Police Training and Recruitment. This position requires an extensive background in command /operations of a training division. As such, it is responsible for the development, implementation, management and evaluation of training modules and programs for the NCCU Police Department to ensure that all personnel are highly qualified and well-trained to perform their assigned duties. The Captain of Police Training and Recruitment coordinates the Police Department’s recruitment and training program, continuing education, and police certification efforts. This aspect of the position’s role includes responsibilities for: 1) Reviewing and assessing skills of applicants in order to recruit well-qualified individuals to fill vacant law enforcement and staff positions in the University Police Department; 2) Developing and implementing on-boarding experiences to better organize and prepare employees for law enforcement responsibilities within an academic environment; 3) Identification, coordination, and evaluation of needed training modules for the police officer training program; and 4) Identifying and coordinating the provision of leadership and career path development training opportunities for police officers.

This position is also responsible for performing supervisory law enforcement work to ensure the safety of the campus residence halls and provide oversight of the K-9 operations. These duties require supervision of a staff of 17 employees. The position provides first-line supervisory law enforcement work and has full power of arrest and law enforcement authority ranging from traffic control to criminal investigations within the assigned jurisdiction. This aspect of work involves supervision and delegation of work assignments to officers and other staff; evaluation of the appropriateness of officer responses; conducting pre-shift briefings, review of all reports and investigations accomplished during shifts; discipline; conducting performance reviews; managing and directing needed resources; and interpretation of laws, ordinances, and departmental policies and procedures.
Required Knowledge, Skills, and Abilities
• Knowledge of law enforcement principles, methods, techniques, and practices including investigation, intelligence, surveillance, court procedures, community relations, identification, patrol, special weapons and tactics, traffic control, report preparation, custody of persons and property, crime prevention, and the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics law..
• Knowledge of equipment used in law enforcement, including weaponry, communications, personal computers, and automotive equipment. The successful candidate must possess a working knowledge of steps to follow up on case assignments;
• Use of appropriate judgment and decision-making in managing and directing the resources and needs of the training and recruitment program; establishing priorities; and resolving relevant complex issues and matters including consideration of the relative costs and benefits of potential actions to make the most appropriate and effective choice.
• Ability to develop and maintain cooperative and professional relationships with employees, managers, campus constituents, and others for the purpose of training, conveying information, and evaluating efficiency and efficacy.
• Must have an extensive background in command/operation of a Training Division
• Must have strong operations and leadership skills;
• Must be committed to exhibiting exceptional customer service to internal (students, staff, faculty, etc.) and external constituents (e.g., surrounding community, municipalities, etc.) as well as to police employees.
• Knowledge of an emergency communications center;
• Knowledge of Microsoft Office Suite (Microsoft Word, Excel and PowerPoint) applications;
• Knowledge of managing a training division and operations units;
• Ability to plan and direct the field as well as office work of security/safety and campus police and other office administrative staff on all shifts; resolve problems and meet emergencies calmly and efficiently; make arrests in accordance with the provisions of all applicable laws.
• Enforce all applicable traffic and parking regulations.
• Conduct campus inspections at various times of the day or night.
• Conduct, as required, criminal and civil investigations;
• Make reports and recommendations as necessary;
• Appear in court as necessary and be able to provide creditable testimony in a court of law;
• Ability to conduct roll call inspections and briefings of department personnel; assign overtime details to ensure adequate staffing levels are maintained at all times; prepare duty schedules and post assignments as necessary;
• Ability to identify, investigate, and recommend corrective action for internal affair investigations;
• Ability to disseminate, interpret and explain police and procedures; ability to manage large campus events.
• Must possess excellent analytical and organizational skills including written and oral communication skills;

Minimum Education/Experience
High school diploma or equivalency and three years of law enforcement experience. Certification as a law enforcement officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment.
Licenses or Certification required by Statute or Regulation
Must possess and maintain a valid driver’s license and have an acceptable driving record; Certification as a Law Enforcement Officer in accordance with the provisions of the NC Criminal Justice Education Training Standards Commission (valid BLET certification); Applicant who has certification from another state or an expired NC certification must satisfactorily complete BLET portions as required by NC Criminal Justice Education Training Standards Commission at the first scheduled offering.

Primary Responsibilities and Duties
Function Knowledge - Technical
Describe the specific tasks and responsibilities related to the function.
The position assesses departmental training needs to meet the needs of its mission and to ensure that its police officers are knowledgeable of and in compliance with all policies and regulations applicable to the effective operation of equipment and implementation of procedures. The position requires an in-depth knowledge and understanding of pertinent federal, state, and local laws, codes and regulations, including laws governing the apprehension, arrest, and custody of persons who are believed to have committed violations of the law; rules of evidence pertaining to search and seizure and the preservation of evidence in traffic and criminal cases; proper use of force and techniques and applications of self defense; the use, operation, and implementation of police equipment (e.g., firearms, patrol vehicles, police radio system, handcuffs, baton, etc.); CPR and first-aid training; and NCCU institutional policies and procedures. The location of the NCCU campus in an urban residential area requires understanding and management of community policing efforts to be integrated with a broad knowledge of police operations, services, and activities of a comprehensive law enforcement program. Research, analysis, and evaluation are required to assess the efficiency and efficacy of new service delivery methods and techniques. Methods and techniques used in coordinating and providing the full range of law enforcement services and training include but are not limited to investigation and identification, patrol, traffic control, event coordination and control, records management, care and custody of persons and property, and crime prevention.
Function Squad/Department Management:
Describe the specific tasks and responsibilities related to the function.
The position requires the ability to develop plans to accomplish work operations and objectives; arrange and assign work to use resources efficiently; evaluate work to determine acceptable levels of quality and quantity of work within the parameters of law enforcement policies and procedures; and evaluate performance of employees to assist in developing and assessing individuals’ demonstrated competencies. In this regard, the position must also be able to effectively use and train others in the use of specialized law enforcement tools, equipment, and weapons including firearms, batons, defensive tactics, equipment and law enforcement procedures. Duties include the supervision of a staff of 17 employees. The position provides first-line supervisory law enforcement work and has full power of arrest and law enforcement authority ranging from traffic control to criminal investigations within the assigned jurisdiction. This aspect of work involves supervision and delegation of work assignments to officers and other staff; evaluation of the appropriateness of officer responses; conducting pre-shift briefings, review of all reports and investigations accomplished during shifts; discipline; conducting performance reviews; managing and directing needed resources; and interpretation of laws, ordinances, and departmental policies and procedures relevant to work performed by subordinates.

This position will study crime reports and current literature in law enforcement to identify trends, assess relativity to or impact upon campus needs, and make recommendations for changes in training efforts to accommodate organizational and operating policies and procedures; review and prepare reports regarding crime incidents, calls, staffing, projects, and other indicators of departmental effectiveness and efficiency; provide or coordinate in-service officer and staff training; work with employees to correct deficiencies; and work with the NCCU Department of Human Resources to implement discipline and/or termination procedures as needed.
Function Communication - Verbal/Written

The position’s role as the department’s primary administrator for training and recruitment requires an ability to develop and convey information clearly and concisely to groups or individuals, either verbally or in writing, to ensure that they understand; deliver presentations suited to the characteristics and needs of the audience; and the ability to listen and respond appropriately to others. The position attends University and community meetings on a regular basis; meets and confers with administrative, faculty, and student groups regarding University and community problems and needs; and investigates complaints by ascertaining facts to determine if revision to policies and procedures or additional training is needed.

This position conducts a variety of organizational studies, investigations, and operational studies which may require recommendations for modifications to departmental programs, policies, and procedures as appropriate; develops and prepares new and revised procedures pertaining to the law enforcement services and activities; prepares and presents staff reports and other necessary correspondence. As needed, the position may attend and participate in professional group meetings to stay abreast of new trends and innovations in the field of law enforcement or to convey information pertinent to law enforcement activities.
Function Organizational Awareness and Commitment

This position requires the ability to understand the broader mission of the University in general and, more specifically, the law enforcement protocol implemented by the NCCU Police Department within an academic setting. This function requires that the position be able to formulate and implement policies for enhancing the training of its officers and identify correlating measures and indicators to evaluate, correct or improve work performance relative to established departmental goals and objectives. The position also requires the ability to understand the impact and implications of its work and decisions on the community and other university departments.
Function Problem Solving
Describe the specific tasks and responsibilities related to the function.
This position uses the ability to analyze departmental operations through sampling, on-scene observation, and assessment of the effectiveness of in-service training modules. For example, problems may be addressed with a four-step process known as the “SARA” model that employs:
• Scanning – Problems are identified and prioritized for resolution.
• Analysis – Questions are asked to gather and analyze information in order to learn everything possible about the problem.
• Response – Based on careful analysis, tailored solutions are designed to address and respond to the causes of the problem.
• Assessment – The response is evaluated to determine if the problem was resolved or reduced.
As the NCCU Police Department’s Captain of Police Training and Recruitment, the position must be able to identify and resolve new and recurring problems and/or risks to the department and the university and develop mitigation strategies using a variety of methods that may incorporate both theoretical and practical solutions suitable for an urban campus environment. For example, one of those methods may be that of community policing which implements a policing philosophy that promotes and supports organizational strategies to address and reduce the causes, fear, and the social disorder of crime through training, problem-solving tactics and community-police partnerships. This methodology provides a fundamental shift from traditional and reactive policing to one of community policing that stresses the proactive prevention of crime before it occurs; engaging and partnering with the campus and surrounding community to engender ongoing communication and trust; and encouraging effective and innovative problem solving by well-trained law enforcement officers.
