Primary Function of Organizational Unit
The primary purpose of the Facilities Management – Capital Project management (CPM) dept. is to support teaching, research, extension, and other activities of the University through timely and economical completion of design, construction, renovation and/or repair, and other improvements to the facilities. Accordingly, the dept. administers all University design and construction for capital improvement projects, and repair and renovation projects.
Primary Purpose of Position
This position is responsible for providing direct project management for Capital Improvement Projects (CIP) and Repair and Renovation (R&R) projects, ensuring they are completed on schedule, within established budgets, and in compliance with Federal, State, and local building codes as well as University standards. The role supports the University’s mission by ensuring capital improvements are executed with minimal disruption to ongoing campus operations.

As a Project Manager, the position manages multiple, complex capital improvement projects simultaneously. These Informal and Formal Capital Projects may be valued at up to $120M and are moderately complex and highly technical in nature. Projects include modifications and enhancements to the University’s educational and work environments and require significant planning, funding, and coordination to implement.

Project types vary widely and may include new construction of buildings and infrastructure, renovations of existing facilities, and upgrades to building systems. Examples include boiler replacements, roofing systems, underground utilities, new building construction, interior renovations, stormwater basins, parking lots, telecommunications and data centers, laboratory research facilities, multi-purpose spaces, landscaping, fire alarm and security systems, HVAC equipment and controls, and Life Safety systems—representative of the full range of facilities found in a higher-education environment.

This position has direct responsibility for the administration and coordination of all contracts, consultants, and professional service providers associated with each assigned project. The role requires the ability to anticipate and prepare for emerging needs; manage multiple projects simultaneously; assess and prioritize project urgency; set goals and develop actionable project plans; and schedule resources to meet objectives with minimal oversight. Additionally, the position requires working knowledge of contract delivery methods governed by the Office of State Construction—including Construction Management at Risk—and the ability to evaluate project issues and provide timely recommendations to support project progress.
Required Knowledge, Skills, and Abilities
  • Knowledge of Building Codes, NCCU/UNC System guidelines, North Carolina laws, NFPA codes, and industry-standard construction practices; understanding of SCO regulations and Life Safety Systems.
  • Ability to independently review and evaluate complex project contracts, change orders, schedules, submittals, and invoices for compliance with engineering and architectural standards.
  • Familiarity with State Construction Office contract delivery methods (CMAR/CMR, Lump Sum, Design/Build, Performance Contracting, and private ventures).
  • Skill in conducting inspections and audits to ensure adherence to Contract Documents and evaluating progress against project schedules.
  • Strong problem-solving skills with the ability to resolve design issues, unforeseen conditions, and owner requests while making timely decisions to protect budget and schedule.
  • Effective communication skills, able to present complex project information clearly and work collaboratively with designers, contractors, faculty, students, leadership, and outside agencies.
  • Ability to research, analyze, and interpret data to support sound engineering, design, and construction decisions.
  • Ability to consult with diverse University stakeholders, including senior leaders, and address complex issues with minimal supervision.
  • Proficient in standard computer software; experience with Interscope, eVP, and SCO guidelines preferred.
  • Strong knowledge of design and construction practices with both field and office experience; may be asked to serve as an expert witness in design or construction claim matters.
Minimum Education/Experience
  • Bachelor’s degree in an engineering discipline related to the area of assignment, or an equivalent combination of training and experience. Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors.
  • All degrees must be obtained from appropriately accredited institutions.
Licenses or Certification required by Statute or Regulation
The ability to obtain Registered Architect (RA), or PE license from NC preferred but not required.

Function Knowledge - Professional

  • Follows established protocols and regulations for soliciting and selecting Designers, Construction Managers, Contractors, and Consultants engaged by NCCU.
  • Ensures project workflows and deliverables comply with all Authorities Having Jurisdiction (AHJ) requirements as well as University standards and guidelines.
  • Facilitates timely decision-making throughout design and construction to support project goals and minimize risks or claims.
  • Manages and validates Life Safety Systems to ensure compliance with governing codes, regulations, and NCCU standards through active inspections, document reviews, and coordination with AHJs for assigned projects.
Function Program/Project Management

  • Establishes and updates project budgets; collaborates with NCCU personnel, Designers, Construction teams, and project stakeholders to monitor budgets and project costs.
  • Reviews proposals for accuracy, scope alignment, cost reasonableness, and compliance with UNC System Office (UNC-SO) and State Construction Office (SCO) requirements.
  • Negotiates and implements contract changes and extras with Designers, Contractors, and Consultants.
  • Processes and provides recommendations for approval of change orders and fee amendments; reviews and approves progress payments.
  • Conducts inspections of work in place to ensure compliance with Contract Documents and performance standards.
  • Coordinates the activities of Owner’s Consultants, Separate Contractors, and ongoing University operations with Designers and Contractors for assigned projects.
  • Identifies, implements, and resolves project or program changes involving complex budgeting and scheduling constraints from multiple funding sources and stakeholders, with minimal supervision.
  • Develops, communicates, and supports moderately complex project goals and objectives to ensure successful delivery within the approved budget and schedule.
Function Engineering Review, Decision Making & Analysis

  • Routinely participates in project design reviews and gathers stakeholder input to ensure alignment and acceptance at key project stages.
  • Reviews, critiques, and provides recommendations on design documents at major milestones—schematic design, design development, and construction documents—by generating, coordinating, and consolidating formal comments.
  • Organizes and conducts construction inspections, including above-ceiling close-in, wall close-in, pre-final punch list, beneficial occupancy, and final acceptance.
  • Reviews and evaluates proposed project CPM schedules; provides comments and approves schedules, and monitors contractor performance at least monthly to ensure adherence.
  • Actively manages and oversees the performance of firms engaged by NCCU to ensure compliance with cost, schedule, and contract requirements.
  • Builds consensus and resolves issues during construction to prevent delays and maintain progress.
  • Serves as liaison among project stakeholders to coordinate unified decision-making and resolve contractual issues for moderately complex capital improvement projects.

  • Establishes and maintains effective communication with customers, the Design Team, construction firms, consultants, vendors, and other stakeholders through continuous dialogue throughout the project lifecycle.

  • Conducts regular project meetings—at least weekly—with stakeholders and prepares and distributes meeting minutes.
  • Sets clear expectations for all NCCU-engaged firms through project “kick-off” meetings and provides ongoing evaluation and feedback through formal assessment meetings and workshops.
  • Provides engineering support to Facilities Operations, Design and Construction Services, the Office of the University Architect, and Capital Project Management as needed.
  • Notifies the Supervisor of critical issues, challenges, or potential risks that may impact project success.
Function Engineering Design and Analysis

  • Monitors contracted work to ensure it meets project specifications, design standards, and performance requirements.
  • Enforces adherence to University Design and Construction Guidelines throughout all phases of the project.
